Fitment Factor & Minimum Wage In Focus: NC-JCM To Draft Common Memorandum

“It is the upcoming announcement of the National Council – Joint Consultative Machinery (NC-JCM) to form a specific panel for preparation of Common Memorandum prior to the anticipated 8th Pay Commission, which is vital in defining interests of millions central government employees. Some of the prominent highlights to include those massive demands on revision of the – fitment factor- and a -minimum wage hike-.”

Calculation For Fitment Factor

The fitment factor is a very important element of determining the future basic salary and emoluments of government employees. At present, it is fixed at 2.57 times. The unions have been demanding that this be increased to 3.68 times. This simple alteration will give an increase in the minimum basic salary from ₹18,000 to around ₹26,000. Such demand is expected to be included in the Common Memorandum and forwarded to the government consideration for the next Pay Commission.

Mobilizing inputs from various departments and ministries by the NC-JCM representative of several federations, the common demands list will be compiled. Formulating the panel is to finalize the memorandum by assessing the current inflation trends, living costs, and financial problems with which the employee faces in both rural and urban sectors.

Government Big Dicision

Other issues to be included in the Common Memorandum include pension reforms, restructured dearness allowance, and anomalies of past pay commissions in implementation. With increasing inflation rates and dipping purchasing power, employee representatives allege that it’s high time the government tackles these long-standing issues.

According to insiders in the NC-JCM, the panel will comprise experts, union leaders, and administrative members so as to have a balanced yet data-driven approach. They further urged the Central Government to be proactive in confronting the issue by saying that the last major salary revision had been done nearly a decade ago under the 7th Pay Commission.

8th Pay Commission Panel

Setting up of the panel is the first concrete step toward paving the way for the 8th Pay Commission, which is expected to be formally announced within the next few months. This memorandum will form the backbone of employee demands and will play a significant part in shaping future shapes of salaries as well as pensions.

Conclusion

With the inclusion of fitment factor revision and minimum wage hike in the Common Memorandum, central government employees can expect focused efforts toward better pay structures. The formation of the NC-JCM panel marks a significant move in securing employee welfare and initiating long-overdue reforms.
